KATWARN Mobile Emergency Alert and Warning System

Solution Overview

The Berlin Fire Department operates KATWARN, a technology-enabled disaster information and warning system that delivers alerts through smartphones, SMS, and email.[5][4] This free-of-charge mobile warning platform was developed by the Fraunhofer Institute for Open Communication Systems (FOKUS) in Berlin to inform people through their mobile devices about emergencies and provide guidance on protective actions.[2] The system functions as a general warning mechanism designed to inform and advise people in case of a broad range of dangers, including extreme weather situations, large fires, chemical spills, and shootings.[2]

Technical Components

The platform disseminates local, state, and federal hazard alerts via smartphone app and SMS service, with information provided by multiple authorized senders including fire department control centers, the police, the German Weather Service (DWD), flood and earthquake control centers, as well as linked external warning systems.[6][2] Citizens receive their information through SMS, email, or push messages from an app.[2] The system is linked to other platforms including the German Weather Service (Deutscher Wetterdienst DWD) and the modular warning system of the Federal Government (MoWaS/NINA-App).[6] Registration is done through a postal code, and users must select specific regions, counties, and cities to receive warnings for those particular locations.[2] The warnings are precisely targeted to the postal code zones at risk.[1] The KATWARN roaming technology enables international use, with messages displayed across borders on national apps.[6]

Implementation Details

KATWARN has been in use in Germany since 2010, initially as an SMS and email service and since 2012 additionally as a smartphone app.[3] As a uniform system throughout Germany, it is operated on local, state, and federal levels.[3] The population warning system was developed by Fraunhofer FOKUS on behalf of the German public insurance companies and CombiRisk GmbH as a contribution to the common good.[3] In September 2015, the disaster warning system expanded to Wall AG's digital advertising surfaces in Berlin, where warnings approved by the fire department control center and the German Weather Service are immediately played unchanged from Wall AG's technical control center on the advertising surfaces.[4] However, more people need to be interested in the use of these disaster information and warning systems offered by the Berlin Fire Department.[5]
