Inclusive Sign Language Early Warning System for Deaf Communities

An inclusive early warning system was developed and piloted in Da Nang to address critical gaps in disaster communication for the deaf and hard of hearing (DHH) community.[1] The approach leverages widely-adopted mobile messaging technology combined with sign language interpretation to ensure that approximately 1,500 DHH individuals residing in the city can receive timely disaster alerts.[1] This initiative addresses a significant vulnerability, as 85% of DHH respondents rely on family members, friends, or neighbors for warning information, making them highly dependent and vulnerable, especially if they live alone.[1]

Technical Components

The core technical infrastructure utilizes the Zalo messaging application, Vietnam's most popular messaging platform, to deliver disaster warnings through dedicated community groups.[1] The system incorporates multiple communication channels including Zalo groups with sign language videos and SMS alerts to ensure redundant message delivery.[1] A survey found that 80% of DHH respondents in Da Nang owned a smartphone and 65% had internet access at home, providing the necessary technological foundation for this digital approach.[1] The Da Nang Association of the Deaf manages the dedicated Zalo group in coordination with the city's disaster risk reduction office, with volunteer sign language interpreters on standby to facilitate communication.[1]

Implementation Details

The proposed model was piloted with a group of 50 DHH individuals in Da Nang over a two-month period, which included a simulated typhoon warning drill.[1] The Da Nang Association of the Deaf managed the Zalo group for the pilot, and a volunteer sign language interpreter was on standby.[1] This pilot implementation operates within a broader context of disaster management capacity building, as Da Nang has been enhancing the application of digital technologies and data systems to effectively improve disaster response capacity.[6] The city has gradually transformed digitally, applied science, technology, and databases into reality, especially in releasing forecast, alerts and warnings.[7] Municipal authorities are also working with the Korean International Cooperation Agency (KOICA) on a complementary project to establish an Integrated Center for Controlling Green and Smart Urban Resilience (ENSURE Center) in Da Nang.[3][4] This broader KOICA initiative includes consulting for establishing an urban disaster response system and strategy, building an integrated emergency reporting management system, and building an integrated urban disaster management system.[2] The KOICA project aims to prepare a rapid disaster response system by establishing a unified disaster report number and a network of related organizations such as the police, fire, public security, and emergency services to strengthen the disaster response capacity of Da Nang City.[5]

Benefits and Impacts

The pilot evaluation demonstrated exceptional reach and effectiveness, with 100% of DHH participants receiving the warning during the simulated drill.[1] Among participants, 88% received the alert from Zalo first while 12% received it from SMS first, demonstrating the multi-channel approach's redundancy.[1] User preference data revealed overwhelming support for the visual communication method, as 95% of pilot participants preferred Zalo with sign language video as their channel for future warnings, while only 5% preferred SMS.[1] These results indicate that the technology-enabled approach successfully overcomes previous communication barriers that left DHH individuals dependent on informal networks for life-saving information.[1]

Climate Adaptation Relevance

Da Nang is frequently affected by tropical storms originating from the South China Sea between September and December, with Typhoon Noru in 2022 causing widespread flooding and damage in Da Nang and surrounding provinces.[1] The inclusive early warning system directly addresses the vulnerability of DHH residents to these recurring climate hazards by ensuring they receive timely alerts through accessible communication channels during the critical typhoon season.[1]

The implementation leverages existing widely-adopted consumer technology infrastructure, as the Zalo platform already has high penetration rates among the target population, potentially reducing deployment costs compared to custom-built systems.[1] The partnership model involves coordination between the Da Nang Association of the Deaf, the city's disaster risk reduction office, and volunteer sign language interpreters, creating a community-based operational structure.[1] This approach aligns with broader municipal investments in digital disaster management systems, as evidenced by KOICA's official development assistance project supporting the establishment of smart integrated urban disaster management infrastructure.[2] The KOICA initiative represents a knowledge transfer model that commercializes Daegu City's disaster information system for Da Nang City, Vietnam's sister city, accumulated from social disasters in the past.[5] Chairman of the People's Committee of Da Nang city Huynh Duc Tho worked with Director of KOICA in Vietnam Kim Jin-oh on November 12, 2019 regarding the disaster risk reduction project.[4] KOICA Director Kim Jin-oh stated that the ENSURE center will help Da Nang take the lead in managing risks and forecasting natural disasters, noting that Da Nang boasts great potential for smart city development because of its good IT platform and special attention to preventing natural disasters.[3][4]
