Solution Overview
The Integrated Hydro-Meteorological Warning System (IHWS) was implemented in Central Vietnam, specifically in Da Nang City and Quang Nam Province, serving a population of 1,300,000 inhabitants in areas particularly vulnerable to natural disasters.[1] Led by Professor Trung Q. Duong at Queen's University Belfast, the research team collaborated with Vietnamese partners at Duy Tan University, Nong Lam University, and Thuyloi University to design this telecommunications network.[2] This approach integrates conventional wireless sensor networks and mobile cellular networks to capture environmental events and provide information to disaster recovery agencies.[1]
Technical Components

Implementation Details
Queen's researchers designed the IHWS in association with Duy Tan University, Nong Lam University, and Thuyloi University Vietnam.[1] The team worked closely with the Vietnam Disaster Management Authority, local governments, and communities to implement the project, with the concept being incorporated into Vietnam's national disaster response plans.[2] The wireless system received significant government support, with the Vietnamese government highly appreciating the technology and the Ministry of Science and Technology providing extra funding to install 25 early warning stations in Quang Nam.[2] The Vietnam Disaster Management Authority and MobiFone successfully incorporated the IHWS system into their national disaster response plans.[1] Technical discussions regarding similar services involved potential collaboration between VNPT and the National Centre for Hydro Meteorological Forecasting.[4]
Benefits and Impacts
During November 2017, when coastal provinces from Quang Nam to Thua Thien Hue suffered a huge storm with extensive floods, the IHWS via the MobiFone network effectively announced early warning information to the community.[1] According to Bui Quoc Viet, director of the Information and Public Relations Centre under the Vietnam Post and Telecommunications Group, it was possible to send warning messages to a mass of customers about 1-3 hours before a storm.[4] The system addresses critical needs in a country where 70 percent of the population is at risk from natural disasters, particularly the rural and urban poor.[2]
