The Direction de la sécurité civile et de la résilience intends to create a multi-risk monitoring centre mandated to anticipate events more quickly and effectively, mobilize the concerned actors, and collate all monitoring data.[1][2] This approach will make it possible to gain a comprehensive and accurate picture of situations presenting minor impacts with the potential to become major impacts.[1] The initiative responds to the city's experience with several major weather events in recent decades, from the 1998 Ice Storm, to flooding in 2017, to a major heatwave in 2018.[3]

A Bureau de la résilience pilot project is already underway to develop a dashboard for meteorological risks that will serve to track forecasts and probable impact thresholds online, and issue alerts to emergency responders.[1] This software application represents the technical foundation for the broader monitoring centre infrastructure. The system is designed to collate all monitoring data from multiple sources into a centralized platform.[1]
