Integrated Real-Time Risk Management and Monitoring System

Solution Overview

Rome is developing a centralized territorial information technology system to manage multiple risk categories including earthquake risks, hydrological instability, gravitational instability, fire, and extreme climatic events monitored by Rome Civil Protection.[2] The system includes the creation of a powerful technological infrastructure to manage and integrate all the data and information of traffic, mobility, transport, weather and supervision cameras in real time.[2] This approach also encompasses the coordination of operational procedures for planning, prevention, intervention and interactive communications with citizens.[2]

Technical Components

The technological infrastructure integrates multiple data streams including traffic, mobility, transport, weather monitoring, and supervision camera feeds in real time.[2] The Territorial Information System in use by the Ufficio comunicazioni, informatica e sistema informativo territoriale di protezione civile enables the analysis, processing and updating of computerized cartography relating to natural and anthropogenic risks present in the territory.[3] The office contributes to the creation of thematic maps useful for managing events in Roma Capitale, for campaigns aimed at informing citizens, and for updating the General Emergency Plan of Civil Protection.[3] The development of the platform is supported by the international private sector, including Leonardo and DXC technology providing advanced and innovative AI-driven architecture components within the SIM infrastructure.[4]

Implementation Details

The award to commence the design of the system was received in late 2022, after which the design of the system commenced, and the operational phase of the programme commenced in late 2024.[4] The Head Office serves as the Department in Charge, with partners including Civil protection, Local Police, Departments of Rome, Agencies Investee companies, and External entities.[2] To date a number of meetings have been held with the Civil Protection in order to assess and define the scope of the Central Office.[2] It is now necessary to establish a work group to develop an initial feasibility study in order to assess the project from a regulatory, administrative and economic point of view.[2] The long-term goal is to achieve a Single Operations Center that permanently brings together all the stakeholders of the City Government, including representatives of different Departments, agencies and service companies.[2]

The Municipal Operations Centre (COC) serves as the Mayor's operational tool for managing emergencies affecting the municipal territory.[1] It is a permanent structure that is activated in the event of an emergency and is made up of representatives of the various municipal structures and companies that provide essential services including water, electricity, and gas.[1] The Civil Protection of Roma Capitale is responsible for all activities related to forecasting, prevention, management and overcoming emergencies, supported by the Civil Protection Office.[1]

The centralized system specifically addresses multiple climate-related hazards including extreme climatic events, hydrological instability, and fire risks.[2] Rome is classified as seismic zone 2 (medium seismicity) and 3 (low seismicity), requiring integrated risk management approaches.[1] The government has allocated a budget of € 500 million towards developing an advanced and integrated monitoring and forecasting system for the identification and mitigation of hydrological and water-related risks such as droughts, floods, and landslides.[4]
