Real-Time Air Quality Monitoring Network for Urban Planning
Solution Overview
Warsaw has established one of Europe's largest air quality monitoring networks to support evidence-based urban planning and environmental policy implementation.[3][8] The comprehensive monitoring system was developed through a partnership between the City of Warsaw and Airly Public, signed on December 30, 2021, with implementation designed to inform spatial development planning and track the effectiveness of clean transport initiatives.[4][9] This technology-enabled approach provides real-time air quality data across 164 locations operating 24 hours daily, creating an infrastructure for both immediate public information and long-term policy evaluation.[3]
Technical Components
The monitoring network consists of 164 sensors distributed across Warsaw's districts and 17 neighboring municipalities, including Halinów, Izabelin, Karczew, Konstancin-Jeziorna, Lesznowola, Milanówek, Nieporęt, Nowy Dwór Mazowiecki, Otwock, Piastów, Radzymin, Stare Babice, Sulejówek, Wieliszew, Wołomin, Ząbki, and Zielonka.[4][8] Each device monitors concentrations of particulate matter PM1, PM2.5, and PM10, as well as nitrogen dioxide (NO2), with sensors located away from streets additionally measuring ozone (O3) pollution.[3][8] The Warsaw University of Technology selected installation locations, with half of the sensors positioned at educational institutions and the remainder operating near district offices and busy transportation routes.[3][4] Airly Public provided both hardware devices and software platforms that enable the city to create customized tools for resident communication and pollution source analysis.[3] Data from all reference stations and the 160+ new sensors can be accessed through the Warsaw IoT platform and the Warsaw 19115 mobile application, with information also available on the api.um.warszawa.pl open data platform.[8] The contract includes provisions for expanding the system with 100 additional sensors in the future.[4]
Implementation Details
The monitoring system was deployed through the "Virtual Warsaw Functional Area (Virtual WOF)" project, co-financed by the European Regional Development Fund under the Regional Operational Programme of the Mazovia Province for 2014-2020, with 80% of the purchase financed from EU funds.[4][8] As many as 108 devices were installed within Warsaw's districts, while the remaining 56 sensors were deployed across the 17 partner municipalities.[8] The partnership with Airly Public was extended for an additional 13 months, ensuring operational continuity at least until the end of 2023.[3] Technical service for the entire system is provided by Airly Public under the contract terms.[4] The implementation addresses Warsaw's obligation to introduce limited transport zones in pilot version by 2023 and target version by 2026, as required by the Air Protection Program adopted for the Mazowieckie Voivodeship.[9] The project brings together international and local partners, including Breathe Cities, the Warsaw Air Protection and Climate Policy Department (BOPiPK), and the Warsaw Roads Authority (ZDM), to accomplish critical work in understanding real-world impacts on emissions reductions and public health.[7]
Benefits and Impacts
The monitoring network enables the city to locate areas of increased emissions and creates educational value by increasing residents' awareness of pollution sources and harmfulness.[5] The detailed analysis allows effective measures and initiates organizational changes aimed at reducing air pollution, such as introducing low emission zones or better targeting indicated areas with information about municipal subsidies for furnace replacement.[4] The system's data directly informed the establishment of Warsaw's first Clean Transport Zone in July 2024, which was adopted based on evidence from Ricardo's experts about health and economic benefits of tackling transport emissions.[1][7] The TRUE Initiative's first study in Warsaw in 2022 showed that a very small proportion of the city's fleet—the oldest diesel vehicles—disproportionately contributed to overall emissions, informing policymakers considering the low-emission zone for the city center.[7] A follow-up study in 2023 evaluated emissions reduction potential of different LEZ designs using real-world data, ultimately helping shape the scope and phasing of the current LEZ scheme that came into effect in 2024.[7] In 2022, of the three automatic monitoring locations within the proposed Clean Transport Zone boundary, the city had one measured exceedance of the European annual limit value for NO2 and one location identified as at risk of exceeding within 10% of the limit value.[1] The air quality data is being used for preparation of the Study of the Conditions and Directions of Spatial Development for the Capital City of Warsaw, as well as for monitoring Clean Transport Zone implementation.[9][10]
Climate Adaptation Relevance
The monitoring system addresses air quality degradation intensified by urban heat island effects and changing atmospheric conditions associated with climate change. Real-time pollution tracking enables adaptive responses to episodic air quality events that may increase in frequency with climate variability. The cross-jurisdictional monitoring approach recognizes that pollution moves across cities, countries, and continents, requiring coordinated regional responses to environmental challenges that transcend administrative boundaries.[5]
Business Analysis
The monitoring network represents one of the largest air quality monitoring systems in Europe, with more than 160 devices creating significant market presence in environmental sensing infrastructure.[8] The public-private partnership model between Warsaw City Hall and Airly Public demonstrates viable financing mechanisms for large-scale environmental monitoring, leveraging 80% EU funding through the European Regional Development Fund to reduce municipal capital expenditure.[4][8] The Regional Operational Programme of the Mazovia Province for 2014-2020 provided the policy framework enabling this investment in environmental infrastructure.[8] The Clean Transport Zone enabled by this monitoring data is estimated to deliver an annual net benefit to Warsaw society valued at 665 million euros (2.9 billion zloty), representing 12% of the city's annual budget.[1] Health benefits from the Clean Transport Zone are estimated at 330 million euros annually, accounting for mortality rates, morbidity effects, healthcare cost savings, avoided lost productivity, and the value placed on good health and wellbeing.[1] The 37-square-kilometer Clean Transport Zone, encompassing 7% of the city and including key districts, is being monitored by cameras to enforce compliance.[1][2] By 2032, the zone will ban diesel cars over 11 years old and petrol cars over 17 years old, with restrictions implemented in stages gradually tightening to include newer, less polluting vehicles.[2] Initially, the ban applies to diesel cars over 18 years old and petrol cars over 27 years old, affecting about 3% of the city's private vehicles.[2] By the final stage in 2032, the LEZ is estimated to reduce NOx emissions by 76% and PM emissions by 87% compared to a scenario with no LEZ.[6] A comprehensive study assessing emission reductions and health impacts of the Warsaw LEZ is expected in early 2027.[7]
