Digital Twin Platform with 5G IoT Infrastructure
Solution Overview
Belfast is developing an integrated digital infrastructure approach centered on digital twin platforms built upon 5G and Internet of Things deployments, combined with the city's expertise in cybersecurity and artificial intelligence technologies.[5] This approach aims to ensure strategic city assets including housing, energy, transport, water, and telecommunications are resilient by design.[5] The initiative represents a comprehensive framework for data-driven urban management and climate adaptation across critical infrastructure systems.
Technical Components
The technical foundation includes a £30 million investment in advanced wireless infrastructure to support enhanced innovation, productivity, and competitiveness.[1] Belfast Harbour partnered with BT in 2021 to build the UK and Ireland's first 5G private network for ports, delivering a series of 5G-led innovations to accelerate digital transformation.[1] The roll out of 5G enabled sensors monitors air quality and other environmental factors, supporting Belfast Harbour and the wider city in achieving sustainability ambitions.[1] A £5 million shared urban data platform and architecture enables businesses, industry, academia, and the public sector to generate, manage, and analyse data in ways that spur collaboration and open innovation, supporting data-enabled solutions, products, and services in areas such as sustainable mobility, energy management, and urban planning.[4] The UK Digital Twin Centre, which officially opened in Belfast in May 2025, has convened capabilities across six enabling technology areas: intelligence, data services, immersive and UX, cyber-physical systems, integration, and security, making this emerging technology more accessible and interoperable across sectors and suppliers.[3] Queen's University is harnessing 5G, Building Information Modelling, Digital Twin technology, and Augmented Reality to support the design and construction of a £100 million, state-of-the-art Advanced Manufacturing Innovation Centre.[6] Based at Queen's University Belfast, CSIT serves as a global research and innovation hub for cyber security and the UK's Innovation and Knowledge Centre for cyber security research.[9]
Implementation Details
The Smart Belfast Urban Innovation Framework, published by Belfast City Council in December 2022, aims to nurture a collaborative environment in which innovators from across industry, academia, and the public sector can work together with citizens and communities to find new ways to address Belfast's major urban and economic challenges.[1] The framework runs to 2026 and incorporates learning from society's response to the global pandemic and opportunities from the £120 million Belfast Region City Deal digital investments planned for the coming decade.[7] Belfast Region City Deal and Innovate UK announced a £37.6 million investment in the UK Digital Twin Centre on 01 May 2024.[2] The UK Digital Twin Centre was delivered by Digital Catapult and funded by the Belfast Region City Deal and Innovate UK, with £15 million of funding from the Belfast Region City Deal helping support core research and the building of skills and capability.[2] Led by Digital Catapult, the Centre launched with co-investment from three major industry partners: Thales UK, Spirit AeroSystems, and Artemis Technologies.[2] The Belfast region, led by Belfast City Council, secured £3.8 million wireless innovation funding from the UK Department for Science, Innovation and Technology to deliver an exciting range of innovative projects powered by 5G.[6] Partners in the Belfast 5G Innovation Region include five other councils in the Belfast Region City Deal area: Antrim and Newtownabbey, Ards and North Down, Lisburn and Castlereagh, Mid and East Antrim, and Newry, Mourne and Down.[6] The Innovation City Belfast partnership includes Belfast Harbour, Belfast Metropolitan College, Catalyst, Queen's University Belfast, Ulster University, and advisory partner Invest Northern Ireland to establish Belfast as a globally significant destination for innovation.[7] The Belfast Region City Deal will invest £125 million in the Digital Programme which will include the Belfast Region Innovation Challenge Fund, Enabling Infrastructure, and Regional Innovation Hubs.[8] £40 million of funding in enabling infrastructure will stimulate the conditions for innovation and business growth by targeting investment in digital connectivity, data infrastructure, and other enabling infrastructure to support the Belfast Smart District and wider regional innovation.[8]
Benefits and Impacts
The UK Digital Twin Centre project is projected to reach £62 million in GVA for the economy over the next decade.[3] Belfast's city centre based Smart District, led by Belfast City Council's City Innovation Office as part of their Smart Belfast programme, fosters the conditions for collaborative innovation focused on Belfast's major urban challenges such as climate change, sustainable urban mobility, the future of the high street, and healthy urban neighbourhoods.[1] The Belfast 5G Innovation Region programme delivered innovative projects powered by advanced wireless technologies, a 5G funding competition for SMEs, and an Enablement Programme to support the advanced wireless ecosystem in the Belfast region.[7] £270,000 of funding was awarded by the Belfast 5G Innovation Region programme to Manfreight, Retinize, and Stena Line to support them to harness the power of 5G and digital technologies to deliver enhanced operations and business growth.[6] Stena Line, which transports over 500,000 freight units through Belfast Port for customers across the UK and Ireland each year, is using 5G connectivity, connected cameras, Push-to-Talk, and advanced tracking technologies to deliver more efficient operations at its Belfast Harbour based freight trailer yard by optimising the movement of trailers to and from the ferry.[6] Logistics company Manfreight is using 5G connectivity, connected cameras, machine learning, scanning, and Push-to-Talk technology to enhance its chilled distribution hub operations at Belfast Harbour by optimising the movement and storage of lorries, trailers, and product across its warehouse facility.[6] Translink, Northern Ireland's public transport provider, is exploiting advanced wireless connectivity to enable enhanced operations and network planning along its Glider bus routes to further improve services, maximise and optimise resources, and ensure continued development of high quality, sustainable, and attractive Glider services.[6] Belfast Harbour is harnessing 5G-led innovations to accelerate the digitisation of port operations including automatic bulk freight handling and safety improvements which aligns with their strategic ambition to become the world's best regional Smart Port.[6]
Climate Adaptation Relevance
The Digital Innovation Pillar of the Belfast Region City Deal prioritises resilience and sustainability, with a core commitment to triple bottom line delivery in all of its programs taking into account social, economic, and environmental sustainability factors.[5] Specific programs within the Belfast Region City Deal will target funding of innovation in energy transition, integrated transport solutions, and building technology in this decade.[5] Belfast's Smart District will benefit from a proportion of a £34 million mission-orientated Innovation for Societal Impact Fund and £20 million Digital Innovation Venture Fund through the Belfast Region City Deal; these funds aim to grow the region's most innovative industry sectors, support collaborative innovation, and tackle some of the city's most complex urban challenges.[4]
Business Analysis
The Centre's first six-month Accelerator Programme, now open for pre-application expressions of interest, will support partnerships between tech SMEs and industry to fast-track digital twin adoption in maritime, aerospace, and defence.[3] The partners delivered an initial six use cases to demonstrate the potential of digital twins in transforming the maritime, aerospace, and defence sectors, enabled by core investment from Innovate UK into this new world-class Centre and the associated programmes.[2] Belfast 5GIR worked with Digital Catapult to develop a 5G Adoption Toolkit to support businesses and industries in Northern Ireland to harness 5G to drive innovation and economic growth.[6] Belfast 5GIR worked with Digital Catapult to deliver an Enablement Programme to foster Northern Ireland's advanced wireless ecosystem through a range of outreach and engagement activities to attract investment, build skills and capacity, share knowledge, and identify opportunities for economic growth.[6] The Belfast 5G Innovation Region programme, led by Belfast City Council's City Innovation Office, is working with businesses, academia, and the public sector to support the adoption of 5G across the Belfast Region.[6] Queen's University's 5G Construction use case is harnessing 5G, Building Information Modelling, Digital Twin technology, and Augmented Reality to support the design and construction of a state-of-the-art Factory of the Future at Queen's University's Advanced Manufacturing Innovation Centre.[7]
