CityCore Integrated Urban Governance Platform

Solution Overview

Shenzhen's Futian District launched an integrated governance platform in April 2022, powered by CityCore, Huawei Cloud Stack's Smart City solution.[5] This comprehensive system integrates multiple specialized subsystems including smart street management, smart emergency response, smart fire protection, and smart violation detection systems, all operating through a centralized command center.[2] The platform was recognized at the China Region Award Ceremony for the World's Smart City Expo Congress 2022, where Futian District received the 'World Smart City Award', outcompeting 126 peer smart city projects from 44 cities.[5]

Technical Components

The CityCore solution consists of five core platforms: an integration platform, AI platform, CIM platform, blockchain platform, and online video platform.[5] The online video platform consolidates video resources across all of Futian District, ingesting over 100,000 channels of video and providing 10,000 channels for concurrent video parsing on the AI platform.[5] The AI platform provides intelligent computing, analysis, and digital services for various departments, supporting multi-scenario applications such as intelligent video discovery, grid patrol, and quick public opinion handling.[3][4] The system integrates data from cameras, sensors, alarms and other relevant sources from various government departments to build a comprehensive database on economic activities, public safety, communities' services, transportation, and environmental protection.[2] The smart street management system has been integrated with data on security monitoring, environmental protection, urban management and other departments.[2] Encryption technologies have been adopted to protect data from leaks during transmission or storage in AI government systems.[1] The AI Hub serves as the core of Futian's transformation, helping build a digital twin of the city, intelligent sensors and smart applications.[4]

Implementation Details

The platform was launched in April 2022 as part of Futian District's comprehensive digital governance transformation.[5] The Futian District Smart City Command Center operates as the 'brain of the district', integrating an emergency command centre, operations management centre and comprehensive governance centre.[2] The implementation established a transparent governance system integrating all four administrative levels from city, district, street, to community through comprehensive event integration and full-cycle governance.[2] Using the CityCore platform, Futian District built a comprehensive metric system, categorized by five different domains and 10 major topics, that has been embedded into the websites of all its street-level offices and functional departments to enable real-time monitoring of the entire district.[5] The district launched 'Xiaofu,' an AI assistant for handling government hotline inquiries in July 2023.[1] To avoid offloading responsibility entirely onto AI, Shenzhen assigned each AI employee a human supervisor, who makes the final decision on each case.[1]

The platform achieved dramatic efficiency improvements, increasing incident distribution efficiency from 4 minutes per enquiry to 50 seconds per enquiry, while the accuracy of intelligent distribution reached 90 percent.[3][4] AI assistants achieve over 95 percent accuracy in processing paperwork, reducing review time by 90 percent, according to Li Xiaoming, data management director for the digital governance department of Shenzhen's Futian District.[1] The smart emergency disposal system links with the daily distribution and disposal system, efficiently handling all kinds of emergencies.[2] When Internet of Things monitoring equipment verifies there is a fire, the system sounds the alarm and notifies the property management team, automatically notifies the fire brigade and relevant leaders, sends the police fire truck along the fastest traffic route to the best parking position, provides the building map and resident personnel contact information, and monitors the situation in real time.[2]

Climate Adaptation Relevance

The integrated platform directly addresses extreme precipitation and flooding hazards through its smart emergency response capabilities. In case of heavy rain, the system evaluates the precipitation forecast, analyzes historical flood data and real-time monitoring from IoT devices, then issues early warnings to areas at risk of waterlogging and notifies emergency personnel.[2] This automated early warning and response coordination system enables rapid mobilization of resources to vulnerable areas before flooding occurs, reducing response times and protecting communities from climate-related disasters.
