Grand Paris Express Automated Metro Network Expansion
Solution Overview
The Grand Paris Express represents a fundamental transformation of public transport infrastructure in the Île-de-France region, with the completion of this automated underground rail system offering new transport capabilities and bypassing central Paris from suburb to suburb.[2] This metro rail project, being delivered by Société du Grand Paris (SGP), will expand the Paris Metro network to approximately double its size, involving the design and construction of 200 km of new fully-automated metro across four lines (Lines 15–18) to the north, south, east, and west of Paris.[12] The expansion is aimed at creating a 'polycentric' transit system by lengthening some existing Métro lines and adding four new ones that run in interconnecting rings around the metropolitan area.[9]
Technical Components
The Grand Paris Express will bring 68 new stations to the metro network progressively by 2030, comprising four totally new lines and the extension of one other.[4] Configured as a small ring and a large ring, the four new metro lines (15, 16, 17, and 18) plus the extension of existing line 14 will shorten the daily commutes of close to 3 million people.[8] The new metro lines will be 90% underground, provide 68 new stations (an increase of 20% across the network), and will provide connections to three international airports.[12] Services on the Grand Paris Express will typically operate at a 2–3 minute headway (90 seconds during peak).[12] The average speed of the trains operating on the Grand Paris Express will be between 55km/h and 65km/h and the maximum speed will be 110km/h.[7] The metro trains will have a passenger capacity of 950, 1,000, 500 and 350 on Lines 14, 15, 16-17 and 18, respectively.[7] Six operations centres across the Grand Paris Express network will oversee the safe circulation of trains.[6] In 2012, Société des grands projets worked with specialised engineering firms to develop its own tool called CarbOptimum to analyse the carbon footprint of current and future projects that are part of the Grand Paris Express.[1]
Line 14 north extension included the development of an additional 5.8km-long tunnel featuring four new stations from Saint-Lazare to Mairie de Saint-Ouen and became operational in December 2020.[7] The line was extended further north of Mairie de Saint-Ouen to Saint-Denis Pleyel to connect with the upcoming Lines 15, 16, and 17 by 2024.[7] Line 14 was also extended south from Olympiades to Maison Blanche, interchanging with Line 7's Villejuif branch, and opened on 24 June 2024.[11] Line 14 South extension is a 14km-long tunnel from Olympiades to Orly Airport and includes seven new stations at White House, Bicêtre Hospital, Villejuif Gustave Roussy, L'Haÿ-les-Roses, Chevilly-Larue, Thiais-Orly and Orly Airport.[7] Line 15 South is a 33km-long metro line connecting metro Lines 4, 7, 8, 9 and 13 of the Paris metro and is planned to be completed by the end of 2025.[7] Line 17 is 26.5km long with nine metro stations between Saint-Denis Pleyel and Le Mesnil-Amelot, will cover 13 municipalities and serve 565,000 passengers daily.[7] Line 18 is 35km long featuring both underground tracks and roughly 13km of elevated track, with ten metro stations between Orly Airport station to Versailles Chantiers along with a maintenance and storage centre.[7] Line 18 is planned to be operational in three phases: Massy-Palaiseau to CEA Saint-Aubin by the end of 2026, Massy Palaiseau to Orly Airport by the end of 2027, and CEA Saint-Aubin to Versailles Chantiers by 2030.[7]
Implementation Details
Construction of the new lines of Grand Paris Express began in June 2015 and is being carried out in phases up to 2030.[7] Around 20 tunnel boring machines are concurrently in operation for the Grand Paris Express project.[13] The new Paris métro, formally titled Grand Paris Express (GPE), will more than double the territory encircling France's capital city with over 120 miles of new tracks, four new underground lines and 68 new metro stations.[10] Gare Saint-Denis – Pleyel, a new Grand Paris Express station in the northern suburbs of Paris, opened on 24 June 2024 and is expected to transport 250,000 passengers a day.[4] The RATP remains the operator of Grand Paris Express line 14, including its extensions north and south of Paris.[6]
Société du Grand Paris (SGP) is a public company established in 2010 dedicated to the development of the new metro network of Greater Paris.[12] The Artemis consortium formed by engineering companies Artelia, Arcadis and BG Ingenieurs Conseils signed a 16-year €40m ($50m) contract with SGP to serve as the overall project manager and oversee the infrastructure operations for Lines 15, 16 and 17.[7] The City is involved in the development of public transport in the Île-de-France region, in particular by financing key structural network projects such as the extensions of lines 11 and 14 and of RER (Regional Express Railway) line E to the west.[2]
A total of €35.6 billion has been earmarked for the Grand Paris Express development, including a provision of €7 billion for risks and contingencies, putting the full cost at roughly €42 billion ($54.34 billion).[9] Costs for the Grand Paris Express have reached €36 billion ($39 billion), according to the Société du Grand Paris, the state-owned infrastructure agency tasked with designing and implementing the project.[10] The Société du Grand Paris allocated roughly 35 million euros to commission contemporary art for each of the 68 Grand Paris Express stations, creating a vast, connected gallery available to everyone with a subway ticket.[10]
Building the Grand Paris Express will generate around 4.4 million tonnes of CO2, and over 70% of those emissions come from using concrete and steel.[1] The project has committed to a 25% reduction of the greenhouse gas (GHG) emissions caused by constructing the Grand Paris Express by innovating and adapting building methods.[1] Construction companies are effectively being asked to use concrete with a 40% smaller carbon footprint than conventional concrete.[1] 90% of the new metro system is built with concrete labelled low-carbon.[1] Fibre-reinforced concrete is also being used to build the voussoirs on part of Line 16, which consumes half the resources as reinforced concrete and cuts CO2 emissions at concrete plants and steel mills.[1] The first low-carbon rails were laid on Line 16, and they will be installed on Line 17 and portions of Line 15 South.[1] The project is also pushing for tracks to be made from recycled scrap metal, a process that emits 60-90% less CO2.[1] Building the Grand Paris Express has generated nearly 49 million tonnes of rubble.[1] Ultimately, the project aims to reuse 70% of the earth excavated from worksites.[1] 56% of excavated earth has been reused.[1] The 1.4 million of earth excavated for Line 16 will help landscape the La Plaine du Sempin park spanning Chelles and Montfermeil.[1] 13.5% of excavated earth is transported by barge and by train.[1] The project will be tracking ecological offsetting measures for 30 years to see how effective they are, and to make any necessary adjustments.[1]
Benefits and Impacts
Close to 3 million passengers will ride on the Grand Paris Express metro lines every day.[6] The Grand Paris Express network is projected to witness a daily ridership of two million passengers by 2026.[7] Once the Grand Paris Express expansion is completed, a trip from Orly Airport to the Paris Saclay University Campus will take about 15 minutes, compared to over an hour under current conditions.[9] After completion of the Grand Paris Express, commuters will be able to travel between destinations within the Parisian Metropolitan area (Île de France) without having to travel into the city of Paris itself to first make a transfer.[9] With 200 km of tracks, the Grand Paris Express will serve the main business districts (La Défense, La Plaine Saint-Denis), the major hubs of science and higher learning (Paris-Saclay, Institut Gustave-Roussy, La Cité Descartes), three key regional airports (Charles de Gaulle, Orly, Le Bourget), and three high-speed train stations (Massy-Palaiseau, Versailles-Chantiers, and Charles de Gaulle).[8] 130 universities and higher learning institutions, 408 healthcare centres, and 656 cultural venues will be within a 10-minute walk of the future Grand Paris Express stations.[8]
Twenty years after the new metro system begins serving passengers, it will be helping cut 10.9 million tonnes of CO2 equivalent of greenhouse gas emissions in Paris region.[1] The system saves an average of 10,000 tonnes of CO2 equivalent for every 10 km of tunnel.[1] The Grand-Paris Express project will make a significant contribution to increasing the attractiveness of public transport and make it easier for many metropolitan area residents to stop using their private cars.[2] These centres will create over 1,000 direct skilled jobs.[6]
The City of Paris proposed to requalify the ring road as an urban boulevard by 2050, with quieter traffic, reserved lanes for carpooling, public transport and clean vehicles.[5] The speed limit on the Boulevard Périphérique was reduced to 50 km/h on 1st October 2024.[3] A lane specifically for vehicles transporting two or more people (VR2+) was implemented on the Boulevard Périphérique on 3rd March 2025.[3] Between July-August 2025 and July-August 2023, NO2 concentrations on the Boulevard Périphérique decreased by an average of 5.9 μg/m3, while PM10 stabilized at +0.3 μg/m3.[3] Along the Porte de Vincennes sector of the Boulevard Périphérique, an average drop of 2.7 dB(A) in noise pollution was measured between March and June 2025 compared with 2024, from 79.9 dB(A) to 77.2 dB(A).[3] From October 2024 to June 2025, daytime speed on the Boulevard Périphérique decreased by 8% and nighttime speed decreased by 18%.[3] Traffic jams on the Boulevard Périphérique decreased by 11% between March and June 2025 compared to the same period in 2024.[3] During busy hours on the VR2+ lane from March to June 2025, traffic speed was higher by 8.2 km/h than on other Boulevard Périphérique lanes.[3]

Climate Adaptation Relevance
The Grand Paris Express project involves 200 km of new tracks and 68 stations in the Île-de-France region, which is home to over 12 million inhabitants.[13] The average return commute for residents in the Paris area is 68 minutes.[8] Currently one million vehicles per day use the Périphérique, a 35-kilometer ring road separating Paris from the suburbs.[9] An estimated 10.5 million people live in Parisian suburbs, compared to 2.2 million people in the city of Paris.[9] The FMGP's proposed measures for the ring road aim to reduce car dependence and promote public transport and soft mobility, as part of a thought-process that includes the ring road in the wider metropolitan area.[5]

The Grand Paris Express is the largest transportation project being developed in Paris, France, being developed by Societe du Grand Paris (SGP) and will serve three million residents per day.[7] The Metropolitan Forum of Greater Paris (FMGP, Forum Métropolitain du Grand Paris) worked on the future of mobility in Ile-de-France in 2018 and proposed that the ring road be transformed into an urban boulevard.[5] The Mobility 2030 policy, launched in the framework of the Metropolitan Forum, should lead to an international consultation, under the aegis of the Forum, for the proposal of scenarios to transform the metropolitan area's motorways by 2024.[2]
