Solution Overview

CivicDataLab, in collaboration with the Open Contracting Partnership and Bangkok Metropolitan Administration (BMA), has developed a Flood Risk Management Platform to strengthen mitigation planning and oversight.[1] This comprehensive one-stop online hub consolidates different types of disaster and hazard information into a unified digital infrastructure.[3][4][5] The initiative addresses Bangkok's acute vulnerability to flooding, which stems from the city's low elevation, rapid urbanisation, and extensive canal network, with shifts in rainfall patterns and intense rainfall events often overwhelming existing drainage systems.[1]

Technical Components

The platform integrates data from multiple municipal sources into one cohesive and user-friendly interface.[1] Technical inputs include flood-related citizen complaints from Traffy Fondue, flooding, rainfall, drainage, and canal data from the Department of Drainage and Sewerage (DDS), and flood-related budget and procurement data from the Budget Bureau.[1] The system architecture supports the integration of disease surveillance data, including dengue fever, COVID-19, influenza, monkeypox, and drug-related issues, with disease information used for internal management and protected under the Personal Data Protection Act (PDPA).[2] Complementing this infrastructure, the Geo-Informatics and Space Technology Development Agency (GISTDA) has expanded access to open geospatial data via the National Geographic Information System (NGIS), with these datasets supporting the development of digital twins—virtual simulations of cities that can model disaster impacts and guide risk-informed urban planning.[6]
