Solution Overview
The City of Boulder is collaborating with University of Colorado researchers to develop an ecosystem services modeling system designed to identify and prioritize urban carbon drawdown opportunities that maximize multiple environmental benefits.[3][5][6] This modeling approach emerged from a multi-year effort by Climate Initiatives and City Planning staff working with a broad consortium of partners to explore strategies for managing urban landscapes to both capture carbon and enhance urban ecosystem services including shade, stormwater infiltration, air quality, and biodiversity.[3] The initiative operates within a context where the city and Boulder County collectively own more than 75,000 acres of open space, including nearly a third of the county's agricultural holdings.[1]

Implementation Details
The City of Boulder and the Urban Sustainability Directors Network jointly formed the Urban Drawdown Initiative (UDI) to accelerate the development of carbon drawdown strategies that simultaneously improve the resilience, productivity, and equity-based community development of urban areas.[2] UDI has been working with cities and other leading climate action organizations to build tools and systems that identify opportunities to harness and amplify the abilities of living landscapes in and around cities.[2] The initiative sought three MENV students to be trained in leading-edge practices and tools to identify climate action opportunities for mitigation, adaptation, resilience, and equity in managing urban landscapes and resources.[2] The city and county launched extensive research and field trials of soil-based carbon drawdown, hoping to replicate successful approaches on other public and private lands.[1] This project was funded by the voter-approved Boulder County Sustainability Tax, a 0.125% sales and use tax that runs through the end of 2034.[7] The initiative has since evolved, with Nature-based Climate Initiatives (NCI) – formerly the Urban Drawdown Initiative – now bringing together cities, resource specialists, community-based organizations, scientists, innovators, land managers, and others to accelerate implementation of carbon removal strategies that simultaneously improve the social, economic, and environmental resilience of local communities.[4] By 2025, the city aimed to develop the capability to value and monitor ecosystem services for City of Boulder and broader community activities.[3]
