Multi-Tool Urban Resilience Assessment Framework

Solution Overview

Cần Thơ applied a comprehensive suite of analytical tools developed by the 100 Resilient Cities program and complementary technologies to develop its urban resilience strategy.[2][4][6] This multi-tool approach combined standardized resilience assessment frameworks with advanced spatial analysis and stakeholder engagement methods to identify climate vulnerabilities and inform strategic planning.[4] The methodology enabled systematic evaluation of the city's green and blue infrastructure changes, water management capacity, and community perceptions of resilience challenges.[2][4]

Technical Components

The technical framework incorporated multiple assessment instruments developed by 100RC, including the City Resilience Actions Inventory and City Resilience Perceptions Assessment tools.[2][4][6] Satellite image analysis was deployed to identify changes in green and blue surface coverage across the urban landscape.[2][4][6] The VENSIM modeling tool was applied to calculate the contribution of green infrastructure in improving rainwater storage and infiltration capacity.[4] The methodology also integrated qualitative research methods, including in-depth interviews and focus group discussions to capture stakeholder perspectives.[4]

Implementation Details

Cần Thơ joined the 100 Resilient Cities programme in May 2016, with the programme officially launched in the city at a conference on December 13, 2016.[3] The city was selected from more than 325 applicants from over 80 countries around the world for this Rockefeller Foundation initiative.[1] Through the program, Cần Thơ received technical assistance and other essential support and services to develop its resilience strategy.[1] The Can Tho Resilience Strategy until 2030 was authored by Can Tho City and ISET with funding from The Rockefeller Foundation.[2] The Can Tho 100RC team identified green infrastructure as one of four focus areas for the city resilience strategy development.[5] This prioritization emerged from the first phase of the 100RC project, during which the ISET team worked closely with Can Tho city and the Can Tho 100RC team on promoting green infrastructure.[5]

Benefits and Impacts

The analytical tools enabled systematic identification of multiple climate and non-climate related shocks and stresses facing the city.[5] Findings of the Preliminary Resilience Assessment indicated that Can Tho had been experiencing urban flooding, heat waves, water pollution, and lack of green and public spaces.[5] The assessment process revealed limitations in existing planning and flood management practices while highlighting the advantages and innovative nature of green infrastructure solutions.[5] Lauren Sorkin, Director of the 100 Resilient Cities programme in the Asia-Pacific region, stated that Can Tho had the chance to play a pioneering role in boosting resilience for cities in Vietnam.[3]

Climate Adaptation Relevance

The integrated assessment approach directly addressed climate-related vulnerabilities including urban flooding and heat waves identified through the preliminary resilience evaluation.[5] The satellite analysis of green and blue surface coverage changes and VENSIM modeling of rainwater storage capacity provided quantitative foundations for climate adaptation planning focused on water management and thermal regulation.[4] This methodology enabled evidence-based prioritization of green infrastructure interventions to enhance the city's capacity to absorb and respond to climate shocks.[5]

Business Analysis

The 100 Resilient Cities programme represented an initiative of the Rockefeller Foundation dedicated to helping cities around the world become resilient to physical, social and economic challenges of the 21st century.[3] The program provided participating cities with access to knowledge, experience, and assistance from other cities in the network, including Da Nang, the first Vietnamese city admitted to the network two years before Can Tho's 2016 entry.[3] This network model enabled knowledge transfer and capacity building without requiring direct municipal investment in tool development, as the standardized assessment frameworks were provided through the program partnership.[1][2]
