SIATA Integrated Early Warning and Environmental Monitoring System

Solution Overview

The Early Warning System of Medellín and the Aburrá Valley (SIATA) is an integrated environmental assessment and risk management tool that combines scientific knowledge, research, and technology to identify and predict natural and anthropogenic phenomena.[2] This approach monitors environmental conditions, identifies threats and emergencies, and informs the decision-making process of response agencies in situations of extreme weather events.[3] The initiative integrates a communication and education strategy to increase community awareness and participation.[2]

Technical Components

SIATA deploys sensors that feed real-time data on hydrometeorological variables and atmospheric conditions to a central system through which the information is analyzed and shared with the relevant parties.[2] The Seismic Network of the Aburrá Valley comprises 23 stations distributed across the 10 municipalities of the Aburrá Valley, with each station equipped with an accelerograph that records ground motion in three components (two horizontal and one vertical).[4] The network utilizes triaxial accelerographs from Kinemetrics-Episensor, which have the capacity to register both strong and weak earthquakes.[4] Information recorded by each station is sent in real-time to the SIATA processing center, where it is stored and processed.[4] When an earthquake is detected, the system automatically generates a series of products, including instrumental intensity maps (ShakeMaps), which are highly useful for disaster risk management.[4] The operation and maintenance of the Acceleratorgyro Network of Medellín (RAM) and the Hydrometeorological Network involves regular collection and processing of information stored in each accelerogram to obtain useful tools for the analysis and design of earthquake-resistant structures.[1] The data is used to create numerical and statistical modeling to understand and identify future risk.[2]

Implementation Details

The project stems from an undergraduate thesis from three geologists at EAFIT University in Medellín seeking to measure precipitation patterns in the region.[2] It was not until 2010 that Aburrá Valley authorities took on the administration of the project.[2] From 2011 onwards, SIATA created a network of meteorological stations and installed new remote sensors, including a meteorological radar, the first of its kind installed in Colombia.[2] In 2014, SIATA launched a mobile application to facilitate users' interaction with the data.[2] Recent projects include a seismology group and an air quality monitoring network in 2016, fire monitoring through thermal cameras in 2017, and the development of new sensors in 2024.[2] The Área Metropolitana del Valle de Aburrá, in partnership with SIATA, EPM, and the Universidad Nacional de Colombia - Sede Medellín, installed and put into operation a network of 23 seismological stations in the Aburrá Valley with the objective of monitoring seismic threats in the region and evaluating the possible local effects of earthquakes on the territory.[4] SIATA is a project of the Metropolitan Area of the Aburra Valley (AMVA) and the Mayor's Office of Medellín and has the support and contributions of Medellín's Public Enterprises (EPM) and ISAGEN.[3] The Strengthening of the Early-Warning Environmental System (SIATA) initiative is part of the 'A City Investment in Care of the Environment' dimension, the 'Medellín Manages Risk' challenge, and the 'Risk Awareness' program under the project 'Strengthening of the SIATA and Innovation for Risk Management'.[1]

Benefits and Impacts

The system provides access to information in real time to determine the likelihood of events such as heavy rains, floods, landslides, avalanches, air quality analysis, electrical discharge, and areas where fires may occur.[3] SIATA designed a mobile application and website where users can find the weather forecast, receive alerts, view precipitation patterns, and access real-time images from the camera network.[2] The alert system has been instrumental in the construction of large infrastructure projects, as managers can receive timely information about weather phenomena that could significantly impact construction plans.[2] SIATA conducts education and communication programs and diffuses data through user-friendly platforms.[2] The SIATA information is publicized through the internet and printed materials for distribution with bulletin boards for a technical audience, and includes maintenance, update and/or replacement of prioritization and quantification equipment.[1]

Climate Adaptation Relevance

Given its geographic location, the Aburrá Valley is highly prone to heavy rains, electrical storms, landslides, forest fires, and floods.[2] From 2016 to 2019, there were 5,577 emergencies caused by natural disasters in the Aburrá Valley, affecting 5,418 homes.[2] Based on a 2012 study, more than 200,000 inhabitants in the Aburrá Valley are subject to medium or high landslide risk and live in precarious settlements.[5]
