Solution Overview

Houston Public Works is advancing satellite technology testing to enhance water system management and climate resilience, building on technical knowledge gained through collaboration with the Netherlands.[2][5] This approach integrates space-based monitoring capabilities with digital infrastructure to improve the city's capacity to predict, manage, and adapt during challenging weather events.[2] The initiative represents part of a broader effort to incorporate smart city technologies into water management operations across major watersheds.[2]

Technical Components

The technology implementation centers on satellite monitoring systems that will be pilot-tested alongside sensor devices and route mapping technologies to assess their economic feasibility at scale for managing water volumes entering major watersheds.[2] Houston Water is developing a digital twin aimed at improving decision-making and community service through updating the city's hydraulic model to align with modern AI-era modeling techniques.[1] Arcadis was selected on March 26, 2024, for water distribution model expertise and approach to digital twins and artificial intelligence.[1] With the complete update and calibration of the model and advancing to a digital twin, Houston Public Works will manage the complex water distribution system hydraulics and water quality with the capabilities to monitor each customer meter efficiently and identify any impacts or level of service anomalies for individual customers while the system is constantly changing.[1]

Implementation Details

Arcadis was selected as the prime consultant on a three-year, $5.7 million project to lead development of a digital twin and updates for the City of Houston's water distribution model in partnership with Houston Public Works, working with three subconsultants.[1] The project was announced on March 26, 2024, establishing the framework for digital twin development.[1] The City of Houston partnered with The Water Institute of the Gulf, New Orleans-based architecture firm Waggonner & Ball, and the Royal Netherlands Embassy to host two Living With Water workshops in November 2018 and May 2019.[3] Living With Water Houston brought together local, national, and Dutch experts representing multiple disciplines to solve site-specific water and resilience challenges alongside local governments, state and federal agencies, and community stakeholders.[3] The Houston Water Innovation Hub will be the first large-scale water technology demonstration hub in the U.S., with key partners including NASA, Rice University, the University of Houston, Texas State University, the National Advisory Board, National Renewable Energy Lab, and various worldwide and regional water agencies.[4]

The sensor devices and route mapping technologies will allow the City to study the advantages these tools provide to help predict, manage, and adapt during challenging weather events.[2] The digital twin capabilities will enable Houston Public Works to monitor each customer meter efficiently and identify any impacts or level of service anomalies for individual customers while the system is constantly changing.[1] This enhanced monitoring capacity addresses critical infrastructure needs as water usage within the region is rising, and within the next 20 years it is anticipated that Houston Public Works will need to increase its capacity to more than 1,000 mgd.[6]

Since 2015, Houston experienced three 500-year storms, including Hurricane Harvey, which caused $125 billion in damages.[7] The satellite technology and smart city systems directly address the city's vulnerability to extreme precipitation and flooding by enabling more efficient management of water volumes entering major watersheds during challenging weather events.[2] A companion document, Living with Water Houston, was developed concurrently with Resilient Houston, bringing together Dutch, Louisiana, national and local experts to develop flood risk reduction recommendations at the regional, city, bayou, and neighborhood scales.[8]
