Multifunctional Park-and-Ride Energy and Water Management Hubs
Solution Overview
Warsaw has developed an integrated approach to transforming parking facilities into multifunctional energy hubs that combine renewable power generation, electric vehicle infrastructure, and sustainable water management.[1] The eco-park-and-ride facility at Połczyńska incorporates permeable materials, photovoltaic systems, and nature-based water retention systems as part of this comprehensive retrofit strategy.[1] This initiative serves as a testbed for future retrofitting plans at all other 15 Park+Rides already operational in Warsaw, as well as at upcoming sites in the city.[3]
Technical Components
Parking facilities certified under the Warsaw Green Building Standard (WGBS) now use permeable paving materials and integrate nature-based retention solutions, such as 'dry rivers' or rain gardens, alongside photovoltaic panels and heat pumps.[1] The Połczyńska Park+Ride project specifically includes installing photovoltaic modules producing clean electricity up to 192 kWp in total.[3] The system incorporates four charging points for electric vehicles, each with 22 kW capacity, powered by means of two stations with the power of 2×22 kW each.[3][8] The charging stations feature Type 2 sockets, LED panels for device operation and signals of the charging process and its completion, and charging process protection from unauthorized interference such as plug removal, plug connection to another vehicle, or switching the charging process off.[8] The project includes constructing an energy bank for storage of electricity, which is critical for better balancing between the supply and consumption of electricity since solar energy is not available 24/7.[3] An integrated energy management system connects all installations on-site to ensure that energy is not wasted, but rather utilized in the most efficient manner possible.[3] The clean renewable energy produced by the site's PV modules assists in powering EV chargers as well as other on-site installations.[3]
Implementation Details
The comprehensive retrofit of the Połczyńska Park+Ride site integrated low-carbon transportation, clean renewable energy, sustainable water management, and green infrastructure.[3] The retrofitting was completed in 2022, with initial investments of US$ 13,200 in 2020 for preparatory works, US$ 263,250 in 2021, and US$ 697,600 in 2022, totaling a budget of US$ 974,050.[3] The Public Transport Authority (ZTM) announced a tender for energy audit, concept, and feasibility study of a project concerning nine P+R parking lots to determine how to power them with green energy, with plans to seek co-financing through EU funds.[4] The first four electric vehicle chargers were made available on a P+R car park in Warsaw in December 2017.[8] New charging stations were installed gradually at Park & Ride facilities, with the first one placed in the Metro Młociny I P&R facility, which houses two stations where four electric cars can be charged simultaneously.[5][7] The Warsaw City Council adopted new Regulations for the Park & Ride Facilities that include free charging for electric cars, free parking spaces for bicycles, mopeds and motorcycles, and Eco Cards for electric vehicle users.[7] The chargers can be used based on a dedicated Eco Card that enables electrical vehicle owners to leave their vehicles free of charge on P+R car parks outside the opening hours of those facilities and to charge them for free.[8] The cards are issued on a first-come first-served basis, with night charging available only with Eco cards.[5][7] The Public Transport Authority plans to provide other electrical vehicle chargers in other car park facilities in the foreseeable future.[8]
Benefits and Impacts
The project reduced CO2 emissions by 33 tonnes per year starting in 2022.[3] Financial savings are expected to reach around US$ 10,000 per annum, including income from charging fees for electric vehicles that is under consideration.[3] The Białołęka Library, designed with solar panels, natural lighting, and spaces shaped by greenery, became the first municipal building to be certified under the Warsaw Green Building Standard (WGBS).[1] Warsaw selected building retrofit and e-mobility as their first priorities for replication strategy, since it stayed in the scope of one department.[2] The city aims through its plan to reduce greenhouse gas emissions by 40% by 2030 and achieve yearly savings.[9]
