City Resilience Index Diagnostic Platform

Solution Overview

The City Resilience Index, developed by Arup and the Rockefeller Foundation, is a quantitative tool that allows cities to measure their resilience in a systematic and comparable way.[1] This online diagnostic platform helps cities understand their resilience performance and identify priority areas for action.[2] Over 20 cities across the 100RC Network have used this approach to establish a quantitative and qualitative baseline for resilience at the city level.[1]

Technical Components

The system is based on the City Resilience Framework and consists of 52 indicators, which are grouped into the 12 drivers of the CRF.[1][2] These indicators are a mix of quantitative and qualitative data, which are collected through a combination of desktop research, expert interviews, and stakeholder workshops.[1][2] Participants answer 156 questions covering issues from health and wellbeing to economy and society, infrastructure and ecosystems to leadership and strategy.[3] The data are then scored on a scale of 1 to 5, with 1 representing a very low level of resilience and 5 representing a very high level of resilience.[1][2] Any city can complete the assessment using the online tool, which helps guide multiple users to collaborate over the input of data.[3]

Implementation Details

Cali was selected to implement this tool and is currently collecting information to identify its strengths and weaknesses around resilience.[1] The scores for each indicator are then aggregated to produce a resilience profile for the city, which highlights its strengths and weaknesses across the 12 drivers.[2] The platform is designed to be a diagnostic tool rather than a ranking system.[2]
