Solution Overview

The C4I4 (Centro de Control, Comando, Comunicación y Cómputo, Inteligencia, Investigación, Información e Integración) serves as an emergency response and resilience facility for disasters and crises in Santa Fe, Argentina.[3] This facility is part of Santa Fe, Argentina's resilience strategy developed through the 100 Resilient Cities program pioneered by the Rockefeller Foundation.[3] The provincial government of Santa Fe invested more than 35 million dollars in the SICAD 911 System of Control, Attention and Dispatch.[1]

Technical Components

The C4I4 is a 20 thousand-square-meter four-story building, with an emergency light system capable of providing 48 hours of emergency lighting; an independent water-pumping system, and twice the average optical fiber capacity.[3] The Santa Fe Ministry of Security awarded Motorola Solutions to deliver a state-of-the-art, integrated end-to-end emergency management system for multi-agency coordination and to shorten response times to emergency calls from the public.[2] The new emergency management system includes Motorola Solutions' DIMETRA TETRA Consoles, which provide always-on digital radio voice communication and constant connection between police officers in the field and the command and control center.[2] The new integrated system, called Control, Attention and Dispatch System for Police Emergencies (SiCAD), provides 17,500 police officers of the Province of Santa Fe to be fully coordinated and connected across 10 cities including Rafaela, Reconquista, Rosario, City of Santa Fe and Venado Tuerto.[2]
