Solution Overview

Los Angeles is implementing a comprehensive electric vehicle transition strategy that integrates municipal fleet electrification with renewable energy infrastructure to enhance climate resilience while reducing emissions.[2] This approach combines the deployment of electric buses, light-duty vehicles, and charging infrastructure with co-located solar photovoltaic systems, battery storage, and microgrids designed to provide backup power during outages.[2] The initiative represents one of the nation's most ambitious municipal electrification programs, encompassing multiple city departments and transit agencies working toward aggressive zero-emission targets.[1][2]

Technical Components

The technical infrastructure centers on advanced microgrid systems that integrate multiple energy components for optimal performance. At LADOT's Washington Bus Yard, the implementation includes 1.5 megawatts of rooftop and bus solar canopy paired with a 4.5MWh energy storage system provided by Apparent, powering five Proterra 1.5-megawatt fleet chargers with 104 remote EV charging dispensers.[1] The microgrid utilizes Apparent's intelligent grid operating system (igOS™) platform to integrate Proterra Energy's charging infrastructure with energy generation, coordinating how and when electric buses are charged with energy generated from solar, drawn from storage, or supplied by the utility.[1] At seven-and-a-half megawatts of EV charging power, this installation represents one of the largest fleet charging installations in the United States.[1] The charging infrastructure deployment extends beyond transit facilities, with the Bureau of Street Lighting installing 1,000 publicly available curbside Level 2 EV chargers using CFI grant funding.[5] For the LAPD's electric fleet, Greenlots supplied 100 Level 2 chargers and four DC fast chargers, integrating its software with LAPD's fleet management program and utilizing SKY technology that reduces charging load based on priority when buildings near peak capacity, allowing optimal EV charging while avoiding overloading.[4][8] The BMW i3 vehicles serving as non-emergency fleet vehicles are electrified by lithium-ion batteries capable of 80-100 miles of emission-free driving.[8]

Implementation Details

The electrification program operates across multiple timelines and scales, with LADOT establishing the goal in 2019 to achieve a 100% electrified bus fleet by 2028.[1] LADOT operated 29 EV buses in its fleet with 30 additional zero-emission buses expected to be in operation by Summer 2022.[1] LA Metro and LADOT set targets to fully electrify their bus fleets by 2030, with Metro pushing to convert its fleet of 2,000-plus buses all-electric by that deadline.[2][9] The city established procurement guidelines requiring 50% EV procurement for all new light-duty fleet vehicles, increasing to 80% by 2025 as called for in the Los Angeles Sustainable City pLAn.[4] The LAPD unveiled 100 BMW electric cars added to its fleet in June 2016, with plans to acquire 500 electric vehicles by 2021.[8] The BlueLA Carsharing Pilot Project, running from October 2015 to March 2025 and operated by the City of Los Angeles Department of Transportation, includes construction and installation of 100 carshare stations with 500 charge points and operation of an electric vehicle carshare program with 300 electric vehicles in disadvantaged communities.[7] As of the reporting period, the BlueLA project had 40 carsharing sites installed with 60 more to be installed in 2024, 200 charge points installed with 300 more to be installed in 2024, and 152 Electric Chevy Bolts currently deployed with 150 more planned for 2024.[7]

The program involves extensive partnerships and significant funding commitments. LADOT was awarded a $6 million grant by the California Energy Commission to install the solar and storage microgrid at the Washington Bus Yard.[1] LADOT selected Proterra and Apparent to install the EV-charging microgrid where it manages EV charging and overall energy use for more than 100 electric buses.[1] Greenlots partnered with the City of Los Angeles, Los Angeles Police Department, and BMW of North America on the electric vehicle program announced in June 2016 to help the City achieve its clean transportation goals as part of Mayor Garcetti's Sustainability pLAn.[4] The Bureau of Street Lighting, alongside LA County and LA Metro, and Los Angeles World Airports each secured a $15 million Charging and Fueling Infrastructure grant from the Federal Highway Administration to build out EV charging in Los Angeles.[5] Los Angeles received nearly $80 million in new federal funding to electrify Metro buses to reduce air pollution, following nearly $900 million in federal funding announced earlier in 2024.[6] The Low or No Emission Grant funding allowed Metro to procure battery-electric buses, charging equipment, and supporting infrastructure to provide zero-emission service along bus routes operating from Metro's Bus Division 7 in West Hollywood.[6] The BlueLA Carsharing Pilot Project received a grant amount of $4,669,343 with resource contributions of $26,524,394, for a project total of $31,193,737.[7] The BlueLA project involves a public-private partnership with the City providing rebates, fee waivers, and in-kind services while BlueLA provides infrastructure and vehicle investment.[7]

Implementation challenges exist despite the ambitious scope. Metro faces roadblocks preventing it from reaching its electric bus goals, including a lack of chargers and a shrunken pool of manufacturers that can deliver electric buses.[9] The zero-emission buses funded by federal grants replace compressed natural gas buses that have exceeded their useful service life, creating more sustainable transportation options ahead of the 2028 Olympic and Paralympic Games hosted in Los Angeles.[6] The City's numerous different fleets are all piloting and actively pursuing medium and heavy-duty electric vehicle opportunities, including a recent pilot at the Port of Los Angeles testing trucks, electric utility bucket trucks, and a procurement opportunity for electric buses to be used on the airfield at LAX.[2]

Benefits and Impacts

The electrification initiative delivers substantial environmental and operational benefits across multiple metrics. The BlueLA project achieved estimated quantifiable benefits including GHG emission reductions of 5,102 MTCO2e, NOx reductions of 1,837 lbs, PM2.5 reductions of 10 lbs, and fossil fuel-based transportation fuel use reductions of 496,131 gallons.[7] The BlueLA carshare service reduced an estimated annual GHG emissions by 2,234.11 metric tons, equivalent to 2,469,325 pounds of coal burned or 251,391 gallons of gasoline consumed.[7] Since project launch, the BlueLA carshare program had over 565,000 trips taken and more than 18.4 million miles traveled by 4,250+ members.[7] The BlueLA project service areas include the Los Angeles neighborhoods of Echo Park, Hollywood, East Hollywood, Silverlake, Wilshire Center, Mid-City, Westlake, Koreatown, Pico-Union, Downtown, Boyle Heights, South LA, Chinatown, Rampart Village, MacArthur Park, and Jefferson Park.[7]

The solar and storage microgrid paired with 104 EV chargers supports LADOT's adoption of electric buses as the agency transitions to a fully electric fleet by 2028.[1] By delivering clean solar energy generation and storage capacity, the project reduces greenhouse gas emissions, lowers LADOT's electricity costs, and provides emergency back-up power that enables the agency to continue to operate in an outage.[1] LADP now operates the largest municipal EV fleet in the nation.[2] The LAPD's installation represents the largest electric vehicle fleet and charging installation to ever serve a police department.[4][8] Nearly 16,000 EV chargers have been installed in Los Angeles over the past two years, representing a 77% increase in the city's available charging infrastructure since Mayor Bass assumed office.[5] Los Angeles has the most EV charging stations in the country.[5]

The broader transportation electrification aligns with citywide renewable energy goals. LADWP will supply 55% renewable energy by 2025, 80% by 2036, and 100% by 2045.[3] The Eland Solar & Storage Center, a large-scale solar installation and battery storage system serving LADWP, began commercial operations in November 2024 and will supply power to more than 250,000 homes.[5] Over 400 zero-emission heavy-duty trucks have been added to the Ports Drayage Truck Registry, moving forward the joint Ports' Clean Air Action Plan goal of all trucks serving the Ports being zero emission by 2035.[5] LADWP secured $8 million in grant funding from the U.S. Department of Energy to strengthen zero-emission hydroelectric infrastructure, improve grid resilience, and promote equitable access to clean energy.[5]

Climate Adaptation Relevance

The integrated approach directly addresses climate resilience through backup power capabilities that maintain critical transportation services during grid disruptions caused by extreme weather events or other climate-related emergencies. The microgrid's energy storage system provides emergency backup power that enables LADOT to continue operations during outages, ensuring transit continuity when communities need it most.[1] By co-locating renewable energy generation with vehicle charging infrastructure, the system reduces dependence on centralized grid power that may be vulnerable to climate-related disruptions while simultaneously reducing emissions that contribute to climate change.[2]
